THE REPORT OF THE CWC MEETING HELD VIA ZOOM ON 27TH JUNE 2020 AND PRESIDED OVER BY NAPPS NATIONAL PRESIDENT CHIEF YOMI OTUBELA Fcma 


Composition of NAPPS Central Working Committee (CWC) includes;

BOT, 

NEC and 

State Chairmen.



1.    The NAPPS National President informed the house of the news from the online premium times of 24th June 2020 regarding the Federal Government's approval of the NAPPS request that was made to the Federal Government through the Economic Sustainability Committee headed by the Vice President of Nigeria Prof. Yemi Osinbajo. ln view of this, NAPPS is still awaiting further directive from the office of the Vice President on modalities and areas approved. lt is expedient for members to be aware of this information so as to be proactive and get prepared whenever we are called for it. 


2.     The National CWC noted with concerns the unclear disbursement criteria to be used by the Federal Government to determine the eligibility of private school owners to benefit from the palliatives since some private schools are not registered with NAPPS.


3.    The National CWC is considering the experience of NAPPS with the funds from UBEC for the personal audit of 2018 where some states ministry of education officials clamored that the funds given to NAPPS must be shared with some existing associations and there were reports that the funds were actually shared in some states of the federation. In view of this experience, the National CWC is looking for modalities in which all NAPPS members will be a priority for the Federal Government's palliatives that NAPPS had officially requested from the Federal Government. It was resolved that since NAPPS is the only recognized private school association in the Federal Ministry of Education, we should ensure that NAPPS member's needs will be prioritized in these palliatives. 


4.    In addition, the National CWC agreed that there is a need to sensitize members to start getting ready the following documents in anticipation of the consideration for the palliatives.



I. Filling of NAPPS Registration Google Form immediately & registration of school on NAPPS Website from Wednesday, July 1, 2020 napps.com.ng 

ii Evidence of Registration with CAC

iii. Evidence of School Approval by Government

iv. Evidence of Staff Payroll

v. Evidence of staff PAYE & Personal Income Tax

vi 3 years Audited Financial Reports

vii. A minimum of 3 years payment of NAPPS Annual Dues (2018-2020)

Viii. BVN

ix. Cash flow

x. Any other relevant documents 


5. As regards the approved palliatives, the house agreed to look into the issue of schools that are yet to be approved by the government but are approvable as their applications are under processing for approval with respective state governments.


6. With respect to proposals from FBN on insurance scheme for learners, teachers and proprietors under the umbrella of NAPPS, the house supported the scheme and proposals from APPPS and FBN Insurance but directed the welfare committee to meet with the FBN Insurance and Association of Parents of Private School Students(APPPS) for further analysis and reevaluation of both proposals.



7. ln response to the school reopening in some states, the National President clarified that there is no resumption date in sight from the Federal Government rather Federal Government has promised to come out with standard safety guidelines to prevent the spread of Covid-19 in schools ahead of school reopening. However, since education is under the concurrent list, some states are preparing for resumption e.g Cross Rivers and Oyo States. The President advised that all State Chairmen should continue to engage in dialogue with respective State Governments on the feasible date of resumption in their states.



8. The National CWC expressed concerns that very few members of NAPPS responded to the Google forms that the National NAPPS requested members to fill in. To this end, members are, therefore, urged to go to the NAPPS website from Wednesday, July 1,2020. (napps.com.ng )to register their schools and also fill the Google form. The deadline is 7th July, 2020. The house noted that there is evidence that governments usually check NAPPS website: napps.com.ng for data.




9. The National CWC urged members who have not paid their annual dues at all NAPPS levels i.e local, states, regional and National to do so as evidence of payment of NAPPS annual due for at least 3years will be one of the criteria for palliative consideration. Members should notify the relevant authority after payment of the dues.



10. The National Executive Committee gave a directive through memo in March 2020 to encourage members to take advantage of CBN 50 Billion Naira Covid-19 intervention funds and apply through NIRSAL Microfinance Bank. There are testimonies from some states namely Lagos and Plateau States where members who yielded to this advice have started receiving credit alerts in their school accounts. Therefore, members who are yet to yield to this advice and are interested in the funds at 5% interest with a 1year moratorium are encouraged to do so by submitting relevant documents online. Please, refer to our earlier memo for further guidelines.



11. The National CWC announced the free Zoom seminar on Emotional Wellness: The forgotten part of Wellness for school owners scheduled for 7pm Saturday. 4th July, 2020. Members are advised to register for it as details will be on NAPPS social media platforms. 



12. The National CWC reminded members of the earlier advertised free online competition for SSS3, JSS3 and PRY 6 with prizes to be won.




13. The National President acknowledged the supports he enjoys from Hajia Samira, Mrs Ajala &Pastor Mrs Obanure in interfacing with the federal government. 

He equally appreciated all members of the CWC for their support always. 



14. The National CWC urged state chairmen to always act in accordance with the directives and resolutions from the National NEC or CWC. Adherence to constitutional provisions remains essential to the development of our noble association. Unity of purpose should be one of our core values and all levels of administration must be on the same page as regards issues.



15. The National President reiterated once more the need for members to go to NAPPS Website napps.com.ng from Wednesday, July 1, 2020, to register their schools as the government will use this data to rate NAPPS and part of prerequisites for their palliative program for private schools.


16. The National CWC urged all members nationwide to immediately implement various state governments safety guidelines as soon as they are announced.
